have no concern over a prisoner's health here.  A layer of straw covers 
the ground to soak up any water that might seep in.  The straw would 
also make the ground much more comfortable to sleep on, but only if you 
absolutely had to.  Various pieces of debris are mixed in with the 
straw adding to the filth of the cell.
