I didn't know the priests were angelic (actually, I only discovered the priests about 2 days ago, never knew them) but I'm not sure what you can kill at that level to get angelic... a ton of Erebor orcs? That's all I can think of.
Being angelic or demonic isnt hard at all in fact. Like when i started off i was always demonic at very low lvl because all i knew to kill was belegost priest. And you don't need a align quest at all to be that align, it all depends on what areas you know or find and kill. But this guy have asb and OCP so for sure he had some experienced friends that would have taught him some of the basic's. If it's his first char or not is hard to tell, but he should be able to break from that spot if it was his second char.

What a load of horseshit Tireless. I took like 3 months of playing to level up newbie Hirgail because I spent time working on stupid shit like being angelic so I could use ASB. Your assertions prove nothing!
The only way he could be just exploring a new game is if he's a Durmanhoth newbie. He's angelic at... what is mugger, level 11? No real newbie is angelic or demonic at level 11. The only way to get that kind of align at that level is to be running align quests, and no level 11 knows the non-combat align quests. Stack that with the fact that he had an ASB (which means he knew to use ASB as an angelic) means something.
He's not such a newbie that killing peoples' horses is excusable, so I think that puts him in my 'early stage griefer' category, newbie or not.
You know, I would say that I disagree. By his behaviour (running around like crazy in no particular direction, running across roads but not stopping to follow, etc) I would say it was a complete newbie whose thinking 'hey, what would happen if...' led him to attack Nifel's horse (after all, this is how you explore a brand new game isn't it?). But then I look at his eq, and I'm just confused.
Someone trying to kill your horse while you're not in the room or while you're afk is(was?) an attempt to pester the person in question -- until recently it was unreportable, and you certainly wouldn't do it for your own profit (horses give like 300 exp and panniers are ridiculously easy to get, and often are in shops)... so I read this log as an early stage griefer getting his ass kicked. As far as I know I haven't seen any more griefing out of this guy, so I think the strategy worked.
If a newbie is killing newbies, looting people, or otherwise pestering people it hardly seems to me that they qualify for the protection afforded them by their newbie status.
