Phlegmatic is generally used to describe _movement_, like lethargic or slothful. In this context you're using it to mean slow in a mental sense; it's something which looks like it could technically be right (if you're using a thesaurus)... but it's not.
It's one of those words that just make you look like a douche when you use.

The ratings system is already in place. Why would it be removed? Some people like using it, regardless whether they're using it as intended.
I would also like to say, what is exactly the point of ratings? Few people rate logs on the quality but more specifically of whose in them so why do the moderators keep them around? I mean, a plain ol stab hunt kill log is hardly amazingly spectacular and what the log page is all about *boggles* maybe a 2 or 3 tops
