I have been stalking this guy for almost a month straight. 
All he does is to kill bree guards and dunlending spies at
Adornas SP, where he has an inn handy.
I had attempted him once before, in bree, out of pure boredom,
he ran to his inn in Adornas and bragged about his super breaking
skills.

So it surprised me i found him at the White Towers, doing the
level 10 quest.
